Condition Surveys of Waterfront Facilities on a Call-In Basis for the Quality Assurance Division of the Port
Authority of NY & NJ. BUE performed a cyclical inspection of the Downtown
Manhattan Heliport located in New York City. The purpose of the inspection was to evaluate
the overall condition of the facilities, to identify any structural and non-structural deficiencies which would
present a potential safety hazard, and to develop recommendations for correcting the deficiencies. A 100% visual
inspection was performed on the following components of the Heliport facilities:

Pier 6, including the underside and the top of the pier deck, all piles and the dolphin piles. - Barge, including the hull exterior, the interior compartments and bulkheads.
- Administration Building, including the structural framing, floor slabs, roof structures, ceilings and visible foundations.
Ten percent (10%) of all piles received a Level 3 in-depth inspection, with ultrasonic measurements being
included. A hands-on inspection was performed on all 10 spuds and ultrasonic measurements taken at locations
specified in the previous report. In addition, the mudline surrounding each
spud was checked for scour. A visual inspection of the exterior and interior of
the barge, including compartments and bulkheads, was performed, supplemented
again with ultrasonic thickness measurements to assess remaining steel sections.
