Boswell Engineering as a member of the team designated by NJ Transit for the preliminary engineering phase and engineering services during the construction phase of the Design/Build/Operate/Maintain (DBOM) of the Southern New Jersey Light Rail Transit System (SNJLRTS). The Initial Operation Corridor (IOC) of the SNJLRTS runs 34 miles along the Delaware River between Trenton and Camden and provides direct access to services offered by NJ Transit, PATCO, SEPTA and Amtrak. Boswell's responsibilities as a major participant of the consultant team for the IOC segment include facilities engineering - civil, utility and traffic engineering, and right-of-way, technical services - permitting, survey and mapping, environmental services and public outreach and municipal coordination. Boswell's tasks include:
Environmental support services for: review of EO-215 requirements; defining the environmental process; environmental permitting; review of existing environmental reports; and, oversight of environmental compliance during the construction phase.
Locate existing utilities and agreements, define and assess impacts; coordinate the preliminary engineering for the relocation of all existing utilities; and, design review of the utilities during the construction phase.
Analyze the capacity of existing streets with regard to: projected traffic; determining required signalization; determining LET turning limitations, pavement markings, regulatory signage, signal layout and timing plan; and, obtain necessary authorizations.
Provide zoning analysis for all twenty (20) station stops and park & ride facilities.
Provide survey
associated: with ground control; GPS services for a first order control survey of 17 control pairs over the 34 miles and photo control between Camden and Trenton;boundary analysis for the right-of-way acquisition maps; and, the wetland delineation lines.Coordination with Conrail, Amtrak and PATCO during the construction phase.
Public outreach and municipal coordination during both the preliminary and construction phases.
