Stormwater Management Plans, Various Municipalities
Boswell Engineering prepared Municipal Stormwater
Management Plans (MSMP) for 24 northern New Jersey municipalities. The
plans were completed for widely differing municipalities including the urban
cities of Passaic and North Bergen, suburban communities such as Hawthorne
and Haledon and rural towns including Oakland and West Milford. The MSMP
were required by the United States Environmental Protection Agency (USEPA)
under the federal government’s Clean Water Act, while review and enforcement
was handled by the New Jersey Department of Environmental Protection (NJDEP).
The MSMPs addressed stormwater-related water quality, water quality and
groundwater recharge impacts of major development within each municipality.
The MSMP also became an integral part of the municipality’s Master Plan
prepared pursuant to the Municipal Land Use Law (MLUL). A key portion of
the MSMP involved detailed geographic information system (GIS) mapping
including:
- Waterways
- Groundwater recharge areas;
- Well head protection zones;
- Tax & zoning areas;
- Hydrologic unit codes (HUC-14)
- Preserved open spaces;
- Floodplains; and
- Soil/geology.
The project also involved close coordination between Boswell, the County Planning Departments and the Municipalities’ Planning Boards and governing bodies.
In addition to preparing the MSMPs, Boswell provided guidance and evaluated a number of the municipality’s Stormwater Pollution Prevention Plans (SP3). The SP3 is a set of 17 documents that the local Department of Public Works (DPW) must continually update and maintain to document the municipality’s compliance with their Tier A NJPDES Permit. Additionally, we assisted with our municipalities with their annual certification of the SP3 for submission to the NJDEP and are providing ongoing assistance as needed.
